I recommend testing the wiring harness for a malfunction. Using a circuit tester, like # PTW2993, test the wires going into the converter box for the proper function. If, when you test the right blinker, the signal is absent or otherwise incorrect, then there is a problem with the vehicle wiring, possibly a ground problem with the right taillight.
